The free Cengage integration is available through Partner Cloud and requires the following Learn versions:  
For SaaS: 3700.5 is the minimum version required.  For Enterprise: 9.1 Q4 2019 is the minimum version required.  

For institutions on earlier versions of Learn 9.1, system administrators can download the Cengage building block here.
