David Marr

President and General Manager, Blackboard Transact

David leads Blackboard’s Transact business that delivers commerce, security management and financial services solutions. The Transact solution suite provides comprehensive enterprise-class software in the areas of financial transactions, security and surveillance complemented by Transact’s award-winning hardware. The Transact solution enables colleges and universities to provision a single electronic student ID card that powers retail transactions both on and off campus, the disbursement of financial aid credit balances and access to classrooms and residential facilities.  The Transact suite also easily integrates with Blackboard’s enterprise e-learning and mass notification applications.

Prior to leading Transact, David was the senior vice president of Global Consulting and Application Service Provider Services for the Blackboard global community. His leadership ensured that clients’ mission-critical e-Learning solutions were effectively implemented, integrated and maintained to meet the needs of their diverse and growing constituencies.

Before joining Blackboard, David was a managing director at BearingPoint (formally KPMG Consulting), a global systems integrator where he served educational institutions, as well as federal, state and local governments. Prior to his managing director position at BearingPoint, David served in the audit practice at KPMG Peat Marwick.

David brings 20 years of progressive business experience working closely with academic and government entities to develop and implement customized business solutions enabled by leading-edge technology. A few of his career highlights include deploying the country's largest K-12 data warehouse for the State of Georgia’s 1.7 million students and 186 school districts. He led BearingPoint’s multi-year modernization partner re-engineering effort at the U.S. Department of Education, including architecting the Common Origination and Disbursement system that delivers over $69 billion dollars in Federal Student Financial Aid to colleges and universities on an annual basis.  In addition, David led BearingPoint’s National Higher Education Data Warehouse and Business Intelligence practice as well as developed BearingPoint’s marquee CRM strategy, “Student for Life.”

David has served as a national speaker presenting on topics such as: “The Future of Technology in Education,” “Modernization of the US Department of Education,” “Providing Access to Education through Technology,” and “Emerging Issues in Higher Education.”  He currently serves on the advisory board for the SkySong Education Innovation Network.
